Data

• eu-gov-pq-2026-10-13.csv: one row per site (1993 rows), with the country, category, organisation, host, result, negotiated group, TLS version, edge network, certificate key and the result from every measurement point.
• summary-2026-10-13.json: every aggregate on the report page.
• national-pqc-plans.csv: what each government had published on post-quantum migration, with links to the primary sources.

Columns of the site file

• sample: core (the rule-based list of central-government sites), usfed (every federal .gov domain) or uaext (Ukraine’s central executive bodies and regional administrations).
• status: pq post-quantum key exchange by default; pq_capable TLS 1.3, supports the hybrid but chose a classic group; tls13_classic TLS 1.3 without post-quantum support; tls12 TLS 1.2 only; pq_intolerant fails with a post-quantum hello but works with a classic one; unreachable no answer from any point.
• edge, edge_kind: the CDN or network serving the site (cdn, cloud without a CDN, or own: the operator of the IP address).
• per_vantage: the status from each measurement point.

Ukraine is in the report as totals only. Per-site results for Ukrainian state sites go to CERT-UA first and are not in the public files.
